    I know that the legal requirements to initiate a recall campaign for city council members in Seattle are both arcane and formidable. Part of those requirements include getting signatures of a certain percentage of residents who voted in the previous election. A resident of District 3 has begun the process for the council member there, but what I’m wondering is whether the residents who sign on to such a campaign, should it get that far, have to reside in that specific district? Or could people throughout the city sign? I would ask the city council, but I can never get an answer.

    You can donate to the recall campaign from anywhere but the 10,000+ signatures required to trigger a recall election must be from the candidate’s district. And then only D3 residents can vote in the actual recall election. Though a council member’s actions can impact the entire city, any recall has to be at the hands of the relevant district’s voters, which makes sense.
